Does the phrase mean anything to you beyond a loosely quoted song lyric?

You see, I'm looking for someone - someone specific who would recognize this and know why I'm asking about it. I thought perhaps the Masked Anon was that person, but now it's clear that he is not.

I fear I may never find the person I seek, at least not on this website. Unless you are him?
